Ripple wins final OCC approval for national trust bank

Ripple received final approval from the Office of the Comptroller of the Currency on Oct. 26 to establish Ripple National Trust Bank, adding federal supervision to services supporting its RLUSD stablecoin. Ripple’s announcement of the approval says the bank will manage RLUSD reserves, act as their collateral trustee and provide fiduciary digital asset custody.

What does the OCC filing show about the charter?

The OCC’s application record lists Ripple National Trust Bank as a national trust bank with proposed charter number 25364. It records the application as approved on Dec. 12, 2025, and consummated or effective on Oct. 26, 2026, according to the OCC’s Corporate Applications Search.

Who will issue RLUSD under the new arrangement?

Standard Custody & Trust Company, Ripple’s New York Department of Financial Services-regulated limited purpose trust company, will continue to issue RLUSD, Ripple said. The national trust bank will handle reserve-related and fiduciary services, placing those activities under OCC supervision while issuance remains with the state-regulated company.

What services can the trust bank provide?

Ripple says the approved plan covers managing segregated reserves backing RLUSD, serving as collateral trustee for the benefit of RLUSD holders and providing fiduciary digital asset custody. The company says custody services will be available upon the bank’s opening.

The approval follows preliminary conditional OCC approval in December 2025, Ripple said. Its announcement describes the Oct. 26 decision as final approval; the OCC application record marks the charter effective that day.
